Khutba on ISIS and the Khawarij By Imam Habib Bewley

الحمد لله، الحمد لله الذي حفِظ دينَه بالخلفاء والأمراء والسلاطين، وجعل مبايعتَهم وطاعتَهم الطريق إلى وحدة الأمة والنصر المبين، نحمده تعالى ونستعينه، ونشكره تعالى ونستغفره ونستغيثه، نعوذ بالله من شرور أنفسنا ومن سيئات أعمالنا، من يهد الله فهو المهتد ومن يضلل فلن تجد له وليا مرشدا، ونشهد أن لا إله إلا الله وحده لا شريك له، له الملك و له الحمد، يحيي ويميت، بيده الخير، وهو على كل شيء قدير،  ونشهد أن سيدنا و مولانا محمداً عبده ورسوله، وحبيبه وصفيه، بلغ الرسالة وأدٌى الأمانة ونصح الأمة، النبي الأمي الذي أرسله الله بالهدى والدين الحق، بشيرا ونذيرا بين يدي الساعة، صلى الله عليه وسلم وعلى آله وأصحابه ومن تبعهم بإحسان إلى يوم الدين.

أما بعد! فيا عباد الله اتقوا الله حق تقاته ولا تموتن إلا وأنتم مسلمون. يأيها الذين ءامنوا اتقوا الله وقولوا قولا سديدا يصلح لكم أعمالكم ويغفر لكم ذنوبكم. ومن يطع 

الله ورسوله فقد فاز فوزا عظيما. اتقوا الله فيما أمر وانتهوا عما نها عنه وزجر.


We have all been shocked and horrified by the pictures and reports beamed back to us from Gaza of the burnt and mutilated bodies of our fellow Muslim men, women and children, trapped with no place to run or hide and killed in their own homes by lethal rockets and bombs. The images are heartbreaking and how could they not be, for they are our brothers and sisters in the deen. The Prophet said, 


مثل المؤمنين في تراحمهم وتوادهم وتعاطفهم مثل الجسد إذا اشتكى منه عضو تداعى له سائر جسده بالسهر والحمى


“The believers are like a body in their mercy, love and affection for one other - when any one limb aches, the rest of the body reacts to that with sleeplessness and fever.” 

They are a part of us, a part of our umma, and their suffering causes us great distress. So we ask Allah to relieve their suffering, and give them a way out and protect them from their enemies. And bring about the best possible outcome for their situation, one which is pleasing to Him and strengthens them and the Muslim Umma.

This situation that the Palestinian people are facing has been going on for months, indeed for years, but we must be careful to not let it distract us from what else is going on. For there is another situation that dwarfs it in significance and scope, one which threatens the stability and well-being of the entire region and one which is harder for us to come to terms with given that all of the sides involved claim to be Muslim. This other situation, this other conflict, has led to the deaths of not just thousands of Muslims, but hundreds of thousands, many of whom are again women and children. The epicentre of this conflict is Syria, but it has since spread into Iraq. On the one side, you have Bashar al-Assad and the Shi’i leadership of Iraq, and on the other, the group known as the Islamic State, or ISIS.

We all know of the brutality and excesses of Assad, a man who comes from the Alawi Nusayri sect of Shi’ism, a sect whose tenets are far-removed from Islam - he and his soldiers have murdered and pillaged and used deadly gas on their own citizens, and we all know the brutality and excesses of the al-Maliki Shia government in Iraq who used their time in office to wreak revenge and retribution on any and all they perceived to be connected in any way to the previous regime. And that knowledge might tempt us to take the side of ISIS in the ongoing conflict, especially as they proclaim themselves to be Muslim and not Shia. But that would be a mistake. 

For rather than being a modern day manifestation of true khilafate and the correct forms of Islamic governance, they are in reality a manifestation of one of the most divisive and destructive groups that ever appeared in Muslim history - the khawarij. This word ‘khawarij’ is an Arabic word meaning “those who have gone out”, and was originally used to describe a group who left the main body of the Muslims and adopted an extreme and deviated position during the time of the Khilafate of Sayydina Ali ibn abi Talib. This happened after the battle of Siffin, the battle between Sayyidina Ali and Sayyidina Mu’awiya. The conflict had been going on for some time with no resolution in sight, so the two groups agreed upon arbitration, with Abu Musa al-Ash’ari representing Ali and Amr ibn al-As representing Mu’awiya. But a number of men who had allied themselves with Ali in the battle objected to this step and approached him and said to him,

لا حكم إلا لله

“No one can judge but Allah.” And they quoted Allah’s Words, 


إِنِ الْحُكْمُ إِلاَّ لِلهِ يَقُصُّ الْحَقَّ وَهُوَ خَيْرُ الْفَاصِلِينَ


The translation of which is: 

“Judgement over it belongs to Allah alone. He tells the truth and He is the Best of Deciders.” 

So Ali pointed out that arbitration was a practice of the Prophet, for he had appointed Sa’d ibn Mu’adh to arbitrate between the Muslims and the Banu Quraydha in Madina. But they were not prepared to listen, and instead called him a sinner and a kafir, for in their view whatever they consider a major wrong action takes a person out of Islam. Takfir is one of their defining characteristics, as is intractability, for they do not consider right to lie with anyone but themselves, not even with the Messenger of Allah himself. In a hadith from Abu Saeed al-Khudri, he relates that one time when the Prophet was distributing the spoils of war, a man called Dhul-Khuwaysira from the Banu Tamim approached him and told him, ‘Be Just!’, insinuating that the Messenger of Allah was being unjust. This same man became one of the leaders of the khawarij and one of their most vehement proponents. They were fought and killed by Ali ibn abi Talib at Nahrawan. But a small number of them remained and they met together in Kufa and make a pact to assassinate Sayyidina Ali, Sayyidina Amr ibn al-As and Sayyidina Muawiya. They succeeded in the case of Ali, but failed with the other two. Thus, the original khawarij considered all Muslims who disagreed with their world view to be valid targets. This is due to their position that any and all major wrong action takes a person out of the fold of Islam, and since they define wrong action as any position they do not agree with, it gives them free rein to assign kufr to the entire human race outside of their group. This is shown by the comment of Hurqus ibn Zuhayr, one of the leaders of the Khawarij, to Sayyidina Ali during their discussion about the arbitration at Siffin. Ibn Kathir reports Hurqus as saying, 

ذلك ذنب ينبغي أن تتوب منه

 “That is a wrong action from which you must make tawba.” 

It is they who must make tawba for stepping out against the Muslim Umma and rebelling against the jama’a. Any group who adopts their ideology can never be considered a khilafate, for their very ethos is its antithesis, being a rejection of jama’a and a rejection of the rest of the Muslim Umma. We ask Allah to unite the Muslim umma and protect us from any and all who pose a threat to our wellbeing and togetherness.



أقول قولي هذا وأستغفر الله لي ولكم ولسائر المسلمين من كل ذنب فاستغفروه إنه هو الغفور الرَّحيم.

الحمد لله الحمد لله رب العالمين، وأشهد أن لا إله إلا الله وحده لا شريك له وأشهد أن محمداً عبده ورسوله، صلى الله وسلم وبارك عليه وعلى آله وصحبه، والتابعين وتابعي التابعين ومن تبعهم بإحسان إلى يوم الدين.

أما بعد! فيأيها الذين ءامنوا اتقوا الله ما استطعتم واسمعوا وأطيعوا وأنفقوا خيرا لأنفسكم. يا عباد الله أوصيكم وإياي بتقوى الله وطاعته وأحذركم وإياي عن معصيته ومخالفته. قال رسول الله  إن له أصحاباً يحقر أحدكم صلاته مع صلاتهم وصيامه مع صيامهم يقرأون القرآن لا يجاوز تراقيهم يمرقون من الدين كما يمرق السهم من الرمية ينظر إلى نصله فلا يوجد فيه شئ ثم ينظر إلى رصافه فما يوجد فيه شئ ثم ينظر إلى نضيّه وهو قدحه فلا يوجد فيه شئ ثم ينظر إلى قذذه فلا يوجد فيه شئ قد سبق الفرث والدم


The Prophet said about the man who told him to be just and who was later to be ranked among the Khawarij:

“He has companions against whose prayer and fast any of you would consider his own prayer and his own fast insignificant. They recite Qur'an but it does not pass beyond their collarbones. They pass through the deen as an arrow passes through its prey. And if anyone were to look at the head of the arrow or its fastening or its shaft or its feathers, they would find nothing sticking to it, not one trace of the animal’s excrement or blood.” 

In other words, they get nothing of the Deen, not even the merest trace. And in another version, he mentioned that their recitation of Quran would make our own recitation seem insignificant.

There is no doubt that these Khawarij can be very seductive and persuasive, for they can appear to the unwary to be very pious and knowledgeable of the Deen. The original Khawarij were able to persuade many Muslims to join them in this way, although the majority left when Ali addressed the entire group and demonstrated to them that the positions they had taken were false. But this knowledge that they appear is in reality empty and without basis. Indeed, as the Prophet said, there is not even a trace of the deen in anything that they do. It is all misguided and none of their efforts ever bring about a positive outcome. This has been proven every time they have appeared in history, and they have appeared many hundreds of times. They have never created anything good, lasting or positive, all they have wrought is death, chaos and destruction. A recent example of that is the Algerian GIA in the 1990s. Claiming to be upon the truth, they murdered and slaughtered tens of thousands of Algerian civilians, considering them to be valid targets and complicit with the state because they were not fighting alongside them. And then, when they had had their fill of killing them, they turned on each other until they had wiped themselves out.

And now this group called ISIS are showing many of the same traits. They declare as kafir all Muslims who disagree with them, and consider their blood to be lawful. They will not stop killing, and it is Muslims they have killed and will continue to kill more than anyone else. And they will continue to justify their killing to themselves and anyone who will listen to them until there is no one left but themselves. Ibn Umar said,

إنهم انطلقوا إلى آيات نزلت في الكفار فجعلوها على المؤمنين

“They come upon ayats that were revealed about the non-Muslims and apply them against the Muslims.” 

And then, when they have finished slaughtering Muslims, they will, inevitably, turn on themselves. There is nothing Islamic about their state, and their barbaric behaviour runs contrary to all of the precepts and parameters of the deen. They have not and will not create anything good or anything lasting unless Allah guides them and their hearts become open to the true light of the Deen. People of their sort have never created anything positive. They are a blight on the Muslims. Allah says, 

قَالُواْ إِنَّمَا نَحْنُ مُصْلِحُونَ أَلاَ إِنَّهُمْ هُمُ الْمُفْسِدُونَ وَلَكِن لاَ يَشْعُرُونَ

the translation of which is:

“They say we are the ones setting things right, but rather they are the ones spreading corruption although they do not know it.” 

When Sayyidina Ali was speaking to Hurqus, he said to him,

“Your kind, Hurqus, are the kind that Allah refers to in the Quran where He says,

قُلْ هَلْ نُنَبِّئُكُمْ بِالْأَخْسَرِينَ أَعْمَالًا الَّذِينَ ضَلَّ سَعْيُهُمْ فِي الْحَيَاةِ الدُّنْيَا وَهُمْ يَحْسَبُونَ أَنَّهُمْ يُحْسِنُونَ صُنْعًا

 “Say, ‘Shall we inform you of the greatest losers in their actions? People whose efforts in this world are misguided while they suppose that they are doing good.’” You, Hurqus, and I swear this by the name of the Lord of the Ka’ba, you will be amongst them!”

So I counsel anyone who has felt drawn to ISIS or who has rejoiced in their appearance to think again. Do not listen to their propaganda, do not think they are making Islam strong. Do not even consider joining with them, for all you will end doing will be murdering Muslims and considering all your fellow brothers and sisters, people had been your closest friends and companions, outside of the deen. You will end up with a heart bereft of compassion and bereft of mercy, and as we know, the one who is incapable of mercy is incapable of receiving mercy and will receive none from his Lord. We ask Allah to give success to His deen, and help those who help His deen, and hinder those who hinder His deen. We ask Allah to give our fellow Muslims, especially those who are vulnerable to the propaganda of such groupings as ISIS, discrimination and wisdom and enable them to see the truth and follow it and see what is false and dangerous and avoid it. We ask Allah to keep them and us always upon the right path and protect them and us from going astray. We ask Allah that He give victory to His deen and help all those who are struggling and fighting sincerely in His way and overcome their enemies. And we ask Him that He re-establish true amirate - following the sunna of the Prophet and the sunna of his khulafa rashidin - in our time.



إِنَّ اللهَ وَمَلَائِكَتَهُ يُصَلُّونَ عَلَى النَّبِيِّ، يَا أَيُهَا الذِينَ آمَنُواْ صَلُّواْ عَلَيْهِ وَسَلِّمُواْ تَسْلِيماً. 

اللَّهُمَّ صَلِّ وَسَلِّمْ وَبَارِكْ عَلَيْهِ وَعَلَى آلِهِ وَصَحْبِهِ  أَجْمَعِينَ. وَارْضَ اللَّهُمَّ عَنِ الْخُلَفَاءِ الرَّاشِدِينَ أَبِي بَكْرٍ وَعُمَرَ وَعُثْمَانَ وَعَلِيٍّ، وعن أم المومنين عائشة التي أمرنا الله في سورة النور أن ندافع عنها، وَعَنْ سَائِرِ الصَّحَابَةِ أَجْمَعِينَ، خُصُوصاً اِلأَنْصَارَ مِنْهُمْ وَالمُهَاجِرِينَ، وَعَنِ التَّابِعِينَ وَتَابِعِي التَّابِعِينَ وَمَنْ تَبِعَهُمْ بِإِحْسَانٍ إِلَى يَوْمِ الدِّينِ.

اللَّهُمَّ اهْدِ وُلَاةَ أُمُورِ المُسْلِمِينَ لِمَا يُرْضِيكَ وَلِاتِّبَاعِ سُنَّةِ نَبِيِّكَ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ، وَثَبِّتْ أَقْدَامَهُمْ عَلَى الصِّرَاطِ المُسْتَقِيمِ، وَأَصْلِحْهُمْ يَا رَبَّ الْعَالَمِينَ. 

اللَّهُمَّ بَارِكْ عَلَى شَيْخِنَا، وَعَلَى أَمِيرِنَا، وَعَلَى جَمِيعِ أُمَرَاءِ وَزُعَمَاءِ المُسْلِمِينَ. 

اللَّهُمَّ بَارِكْ عَلَى المُسْلِمِينَ فِي هَذِهِ المَدِينَةِ، وَوَفِّقْهُمْ لِمَا تُحِبُّهُ وَتَرْضَاهُ يَا أَكْرَمَ الأَكْرَمِينَ. 

اللَّهُمَّ أَعِزَّ الإِسْلَامَ وَالمُسِْلمِينَ، وَاخْذُلِ الْكُفْرَ وَالْكَافِرِينَ، وَانْصُرِ المُجَاهِدِينَ فِي سَبِيلِ اللهِ. وَاجْعَلْ كَلِمََتَكَ هِيَ العُلْيَا وَكَلِمَةَ الْكُفْرِ هِيَ السُّفْلَى. 

رَبَّنَا ءَاتِنَا فِي الدُّنْيَا حَسَنَةً وَفِي الآخِرَةِ حَسَنَةً وَقَِنَا عَذَابَ النَّارِ. 



إِنَّ اللهَ يَامُرُ بِالْعَدْلِ وَالإِحْسَانِ وَإِيتَاءِ ذِي الْقُرْبَى، وَيَنْهَى عَنِ الْفَحْشَاءِ وَالمُنكَرِ وَالْبَغْيِ، يَعِظُكُمْ لَعَلَّكُمْ تَذَّكَّرُونَ، وَلَذِكْرُ اللهِ أَكْبَرُ وَاللهُ يَعْلَمُ مَا تَصْنَعُونَ. وَقُومُواْ إِلَى صَلاتِكُمْ يَرْحَمُكُمُ اللهُ.
